Summary of Responsibilities:
The Director of Operations is responsible to the President/General Manager for the Flight Operations Department, including training applicable thereto, of the FAR Part 135 Operations, and has the authority to act for the Company in matters relating to said functions. The Director of Operations is held responsible for, and has the authority to, direct all operational functions.
The Director of Operations has authority to exercise operational control in addition to his duties as follows:
He must be knowledgeable of the entire contents of the Operations Manual, Operations Specifications, and FARs pertaining to Company Operations. Further, he must hold, or have held an airline transport pilot certificate and have had at least three years supervisory or managerial experience within the last six years in a position that exercised operational control over any operations conducted with large airplanes under Part 121 or Part 135 of this chapter, or if the certificate holder uses only small airplanes in its operations, the experience may be obtained in large or small airplanes. Previous airline industry experience preferred.
Duties and Responsibilities include, but are not limited to:
- Formulates and implements departmental plans and policies.
- Ensures and verifies that Company flight operations are conducted in accordance with applicable FARs and Company regulations and policies.
- Establishes operational, personnel, and performance standards.
- In conjunction with the Director of Maintenance, coordinates the review and resolution of all planned major repairs or modifications with the Inspection Department and the FAA, as required.
- Is responsible for departmental coordination between maintenance and flight operations, and coordination of all flights including training, positioning, and ferry flights.
- Maintains close liaison with the Director of Maintenance to ascertain current status of aircraft and forecasts down-time.
- Conducts interviews of Operations personnel, hiring, and discharging as required and establishes personnel duty hours.
- Maintains and distributes the Company Operations Manual and appropriate revisions to required personnel, as applicable.
- Insures prompt reporting, filing, and follow-up action on required reports to appropriate governmental agencies.
- Ensures that the proper entry, over-flight, and/or landing authorizations, when required, are obtained on flights scheduled to depart the United States.
- Company signatory for the issuance and receipt of Operations Specifications.
- Through the Schedules and Flight Following Supervisor and designated personnel, the Director of Operations is responsible for the coordination, scheduling, flight planning, dispatch/flight release, monitoring, and cancellation of all flights; exercises operational control over flight release.
- Excellent supervisory and management skills and an ability to work well with others.
- Excellent verbal and written communication skills.
- Ability to prepare and present briefings to senior company officials and subordinates.
- Must have computer skills in word processing, spreadsheets, and databases (e.g. Excel, Word, PowerPoint, Project, and other Microsoft Office applications)
- Working knowledge of the principles and practices of automated information systems, office procedures, and data processing with emphasis on aviation operations.
- Skill in interfacing effectively in a complex and dynamic work environment.
- Strong organizational skills with an advanced ability to multi-task including flight operations, flight following, contracts, and logistics.
- Ability to work independently on complex tasks and non-routine matters, including domestic and international flight operations, rules, regulations and procedures.
Education Required:
Bachelor´s degree preferred. Note: Education requirements may be offset by experience and education as follows:
- HS diploma
- Military experience with honorable discharge and/or retirement
- Experience within flight operations as pilot, flight follower, crew member, or expertise in other aviation related areas of concentration.
- Current or previous FAA pilot´s license (Commercial or Airline Transport Pilot) equates to Bachelors degree for education requirements/experience offset
